天然林资源保护工程GIS信息管理系统（以下简称《天保GIS系统》）是以基层林业单位林业技术管理的特点，会聚林业政策、林业技术、天保技术、计算机等方面的专家、管理人员与技术人员多方探讨、论证，以森林资源管理模式为基础、以天然林资源保护为核心的基于3S技术的天然林资源保护工程信息管理系统（以下简称天保GIS信息管理系统）。
本系统能把天保工程管理的各类动态、静态的数据与地理信息有机地结合起来形成空间数据库，并利用网络技术、数字化三维技术和多媒体技术等，来对天然林资源保护工程以及森林资源管理过程中的数据进行采集、存储、编辑、转换、分析，并能根据工作需要方便快捷地输出各种地理图形及管理表格。
系统的开发主要针对天然林保护工程的管理需要，也可用于森林资源管理下的森林资源监测、护林防火、森林病虫害、森林资源建档、天保工程档案管理以及森林规划建设等工程项目等方面。本系统的开发成功，标志着我省数字林业、数字化天保向前迈出了坚实的一步，为实现林业科学管理、科学决策打下了扎实的基础。
