在连接WEBserviecs 时，这个在本地应用必须安装的windows客户资源。这样可以快速的连接上对应的应用，这个文件只需要放在安装MSSOAP，对应的Binaries目录下面就可以，因有些程序安装时，可能会缺少资源。
